This tech is extremely hard to pull off and is best used as a mixup and is not a very reliable way to score kills. This video was made mostly to showcase the possibilities for comboing and killing sheik has when edge cancelling needles. Doing this on the ledge allows for more pressure during edge guards and is probably the most practical way to use this as if they get hit while recovering you can bouncing fish or frame trap with bouncing fish or even vanish if they airdodge the needle.
