EDIT: After some discussion on smashbros reddit, I've decided Roy just had really bad DI after getting hit by up-smash's second hitbox and fast-falled off the stage.

My theory is that Roy only connected with the first hit. Certain multi-hit moves like Mario and Peach's up special sometimes kill at very low percents if somehow only the first hit connects. The first hit is strong so it leads into the other hitboxes, as intended.
